This is a model that I’ve used for years, and it actually works. Several states now, Texas included, have concluded that the school-improvement models that they’re using actually don’t work with high-poverty schools. And the other thing that’s happened is that after “Race to the Top,” at the end of that project, a research study found that the $7 billion they spent on that project actually made no difference for students.

I actually knew that was going to happen as they entered into the project because it wasn’t possible for it to happen. There was an issue with the model. So I want to show you a model that does work.
